If answer to either questions is yes. then NO. Otherwise, do show funds.

It means that all candidates with STEM NOCs with CRS score 481 (Tiebreaker rule) and above received or at least will receive an ITA.When the round specifies a CRS score of 481 for the lowest candidate, does this imply that all applicants with selected NOC codes above 481 received invitations, or does it denote the lowest score among candidates with NOC codes? For instance, does it mean that all Software Engineers with NOC codes above 481 obtained invitations?
They wont because there is too much STEM applicants event from PNP or genral draw. They need to calculate that and give out the rest ITA to meet the cap. While there is not much French applicant in PNP or genral draw because all of them are in Quebec and IRCC need to meet the cap for French too that why they draw that every single week lollOnly if they treat STEM and they treated the Francophones

I'm also going through MB PNP. Getting through express entry is not reliable unless you have 520+ scores. Also Future of FSW is not bright as ten of thousands of young PGWPs with 2 or more years of Canadian experience are returning home next year, and they would have massive legs up due to Canadian education + inflated Canadian experience (due to pgwp extension). That's unless they change the current CRS system. Although we don't really know how lmias are affecting the distribution and how many of these returnees would be more than willing to go back.
