FSW BANK Certificate

Hello,

I went to my bank yesterday and they told me that they will not issue "TO WHOM IT MAY CONCERN" type of certificate. They said I need to have a proper address to they will address to them. WHether it is embassy or High COmmission, who do you think I should put the name ?
