FSW application question - missing documents

Hello guys,
I've spoken yesterday to friend of friends in Canada, and he claims that I can submit a FSW application without a WES evaluation, IELTS and write in notes that they will be added within X time.
He says that the CIC protocols instruct the officers to request the missing documents, if everything else is in order and completed correctly.

This is of course contrary to everything else I've read... Does anyone know if its worth trying? He claims he knows people who did so in 2013 and it worked for them...

that protocol was existing "once upon a time there was a protocol".......now there are new protocols, check the latest which is related to your application: here is the link, it is for application received on or after May 4 / 2013:
