Fellows, don't be panic, I (Nov 7 applicant) was charged on the next day of some Nov 14 applicants. Even in my NOC, a friend with a Nov 13 had charged a day sooner!

I am Nov 13 applicant with NOC 2172... There are few people who got charged from 13 to 17 nov for NOC 2172.
My question is ... is it random to be charged like how much delay can be ? Is whole 2172 of nov get charge same day or they do it randomly on NOCs.
I live in Dubai does that make a difference? ??? ???
Anyone can tell by experience?
