Now that is interesting. I wonder if it is because they assess your experience and make their own determination about how much of your experience qualifies.

I have been to Toronto multiple times...it is way nicer. Less crime and the people are WAY nicer.

yeah medical, immigration freedom and crime are few of the major reasons for moving to canada
