Dude my MEDS were issued on 11th october itself, but when do we pay RPRF? Do we wait for FBI reports to come in before sending Indian PCC to them?

You can pay RPRF anytime. In-fact, I suggest that you pay ASAP.
I got my RPRF and MR today. I have already paid the RPRF fees and have scheduled MR for tomorrow.
You then need to send receipts for both to the local VO address included in the email.

NOTE: I was given 60 days to send these documents. You should also have the same.
I suggest that you start processing FBI (if you already haven't), and inform VO that it is taking FBI 12 weeks to process applications and send them out.
I suggest sending both PCCs at the same time.

Thats right !! Wastes one spot in CAP if 2 PERs are issued to same person and serves no one's purpose.
But when unsure of any one NOC, applicants do apply under 2 NOCs if job duties match to be doubly sure of getting through.

If I remember correct,

CIC websit says,
same person can't apply 2 PR applications under the same category.
But, they can apply multiaple applications for different NOC categories.
Is that right?

I used the CIC Courier Address and it was delivered through Fedex on June 18th, 2014

CIC is now in the midst of charging July applicants. August applicants are expected to get charged in November and followed by September applicants in December, if they are going with this same rate.

My application reached CIC on September 08, 2014, I haven't heard anything yet. Can anyone guess a approximate date, when I may hear?

How to obtain PCC certificate for India... in USA?
How much time it takes for this process?

You can get it from Indian Embassy / Consulate in your state. For me it took a week.

what is the RPRF fee in Indian Rupees? is it Rs 26700/-? Indian Banks are not giving DD for 490CAD as it is payable at NewDelhi.
