Frankly speaking, I do not know. All 1122 I know is before mid may, some already get ME. Only one may 16 applicants pending. Quiet this year coz no spreadsheet.

No they send the complete package back (with letter explaining the problem) via snail mail and it can take one or two month to reach destination.

Assuming it'll take two months to be returned, is it 4 months in total then? from the time they receive the app ? or do they complete the completeness check considerably earlier from the date of DD or CC processing ?

Over the decades canadian high commission have been updating there immigration policies. Every after few years they have new set of NOC code list and new criterion, so please do not co-relate things from past or make any assumptions based on it.
