For how long should someone be canadian citizen before being eligible to be guarantor for someone's canadian passport application?

Folks, I am applying for a canadian passport too. Regarding the guarantor, the person knows for a lot more than 2 years. But he has been a canadian citizen himself for less than a year. Is that an issue, or can he still be my guarantor?

There's no apprenticeship or probationary period on Canadian citizenship so a citizen is a citizen.
