I am not sure, but I guess in order to flagpole you must leave Canada. So probably you need to cross US-Canada border.

Flagpoling is done at a land border. It can't be done anywhere else.

If you're trying to activate a permit or PR status, you could try calling IRCC and explain your situation; maybe there's an option for you to activate it somewhere in Edmonton.

I think there are some options to complete landing formalities within Canada. You need appointments.
