I just got the caipsnotes. Background check were underway since Jul-2011, I saw some notes here can somebody help me

This is what I understand from the notes:
CBO is the code of the visa officer/program assistant who is going to review the case to decide whether there will be an interview or not.
WVR is the location where your file is stored until it is reviewed.
