FBI Identity History Summary website not working

I'm currently in the US, and the IRCC website says that I have to get a Identity History Summary from the FBI

The FBI website says that submitting the online form will process faster, but it seems it's down at the moment?

Has anyone been able to access this site and obtain a police report?

Or do you guys go through the 16-week wait process?
