My sister was born in the US and has a English major degree and because she is actually of asian decent, she initially had a bit of a hard time getting a good job to teach english in asia.
I have heard that too from someone I knew who had lived in China. He said that if they have a choice between hiring an asian looking person who grew up in the US vs. a white person whose first language is not English, who has an accent and bad grammar, they still prefer the white person.

I understand your situation (English teacher being a national of a non-english speaking country). But like many said before, Canada will only fast track you IF you are seeking a job, well... IN CANADA. CIC would never fast track you so that you can go work in a foreign country.

...
Am I eligible to send cic a request to expedite on my case on URGENT BASIS?
The CIC has thrown a wide net to catch people who it suspects want to leave the country after receiving a "passport of convenience". Going forward, applicants will have to swear that they intend to reside in Canada when they apply for citizenship.

With this in mind, asking the CIC to hurry up and give you a passport so that you can leave Canada for better opportunities elsewhere would be very unwise, to say the least. Heh heh...
;D

Many universities and colleges are willing to offer me jobs but without CANADIAN PASSPORT, it's next to impossible, according to them.

According to CIC web site:
There must be some emergency that requires you to become a citizen quickly.

Examples of when we may process an application for citizenship urgently:
•You can't apply for a job or could lose your job because you are not a Canadian citizen......

While you may in good faith take the above CIC statement literally what it really means in practice is if its a Canada based job that is an issue...an example of this is say if you had specialist language skills and have an application with the Diplomatic Service that is held up because you are not Canadian and there is a letter to this effect say from some senior official in the Protocol Department.

Your situation falls in the 'I want this for my convenience' grey area and depending who at CIC deals with your request it could be a 'not accepted' at best or long haul RQ with full CJ hearing. If you are in the GTA just sit tight for a few months...you already did 3 years....you will be a Citizen by Dec 2014 based on processing times on this forum and can knock yourself out with the job applications and acceptances. Desperation can lead to poor decision making...just hang in there!

The part: •You can't apply for a job or could lose your job because you are not a Canadian citizen.

This I believe applies to sensitive jobs within Canada that you are qualified for but not getting as you are a PR. Such as in the military, sports athlete etc

I doubt it applies to a job outside of Canada because it's doesn't bode well that you want to be Canadian so you can LEAVE the country for better opportunity. That's going to trigger bells!
Good luck

Yeah, think of a star Olympic athlete from another country looking to compete for Canada in the next Olympics. That is the use case for that exception.

Example (for another country): Victor Ahn (Korean speedskating star that won multiple golds for Russia in Sochi)

Actually we had one in Canada as far as I can remember - he was a cross country skier that represented Canada in Vancouver 2010 - his citizenship was also fast-tracked from Russia so he can represent us! :)

Thank you everyone for your input. That will help a lot.

I have another scenario....

I have been offered a f/t job by a Canadian based well known organization who have a started a project in the Middle East and they need Canadian experienced TESL certified teachers. I applied and got the job after a long procedure. I mentioned it during the interview that I didn't have Canadian passport but they are ready to issue me visa on my current passport.

However, they sent me a generic letter in which they advised the candidates to submit their Canadian Passports. Forgot to mention that I got job offer letter from its head office which is located in Canada.

Can I base this offer for the said urgent passport request?

Urgent passport or urgent citizenship? I'm getting skeptical from reading your thread - could you imagine the CIC guy reading your requests? :)

No difference...CIC will still see this as 'for my convenience' but sometimes you got to take a risk and CIC may just surprise you...against this is the real risk of an RQ. CIC may sneak this right before the test or shortly after the test. Good luck with the request.

Thanks for wishing luck!

Would you mind explaining the following point...
CIC may sneak this right before the test or shortly after the test.

In addition, I never left Canada during the last 3 years.
Have had a full time job during the said period.
Paid all my taxes.
Submitted my ROE, T4 etc. , job experience letter etc. along with my application

If I were you, would you really take a risk?
