Failure to meet RO next year

Hi all,

I have a question from a friend who is the following situation :

Wife and spouse are both permanent resident since 2007 + 2 small kids Canadian citizens.

The family of 4 renewed their PR cards on 2012 and since then they moved to work temporarily abroad until 2016.

The expiry date of the PR cards is in 2017.

Will they be allowed to enter Canada in 2016 or in 2017 just before the expiration of their PR cards ? What are their risks being deported/reported for failing RO even with having 2 Kids as Canadian Citizens ?

Any time you don't meet the RO, you run a risk of getting caught. Having Canadian children does not get them anywhere. Immigration will not acknowledge any urgent need for the children to be in Canada if the parents have had them outside Canada for the past 4 years. As the children are citizens, they can of course return once they are grown.
