No. These provinces do not require Canadian job offer/experience/education to apply to.

Ontario alone requires people who have CRS > = 400. Other provinces don't mind about the CRS, I guess.

Could you please guide me to the resources which I could study to learn about these PNP programmes?

True. That stream requires a job offer. Human Capital Priorities stream doesn't require a job offer though.

Yes. Please go through the appropriate streams. There are multiple streams under PNPs and you should understand which is the correct one for you.

You will not be able to do that unless you have a few more posts (I'm not sure of the exact number).

You could try securing a PNP. This year, the quota is exhausted for almost all the provinces. You can try in Jan 2016.
