I am confused about the following point:
"Jobs offered to qualified immigrants would be subject to Labour Market Opinions (LMOs), which are required to prove the need to hire a foreign worker over a Canadian."

Does that mean immigrants through express entry will be treated similarly to temporary workers? And does that also mean getting an invitation to apply means getting a job offer? I thought this process would be similar to that of Australia. If what this article is saying is true, then it will be a much different and a much difficult system.

Any thoughts?
