The delays are happening because of security checks. You can thank the political situation in Pakistan and its international reputation as a state that sponsors terrorism for this.
If this is the reason then everyone's application should be processed in an equal time frame, because for them it doesn't matters where u live in Pakistan. Security check for someone belonging to Islamabad or anywhere takes same amount of time.
I pray that the CHC, Islamabad make decisions within the specified time period (i.e. max 10 weeks).

Some people's security checks take longer than other people's, depending on their background and family information. At least that's what the guy at Gerry's FedEx in Islamabad told me.

It sucks, of course. I hope that everyone's visa comes as soon as possible as well.

Yes, I'm from Pakistan.

I went to a police officer in the F-8 markaz kuchehri in Islamabad and had my fingerprints professionally taken. I sent my fingerprints to the FBI. The procedure to get an FBI background check is here:
http://www.fbi.gov/about-us/cjis/background-checks

It's not compulsory for everyone to get this done. But I had studied in the US from 2007-2009, which is why it was compulsory for me to get this FBI clearance for the CHC. I'm not sure if the FBI can conduct this background check for people who haven't had resident status in the US at some point ... it doesn't say on their website. But I wouldn't be surprised if you can get it done even without having lived in the US.
Dear Buddy

How much time it will take to make FBI clearance (certificate)?
What necessary docs we needed for that......

@wasishah:

The FBI clearance certificate takes 4-6 weeks to get as stated on their website. I sent my fingerprints to the FBI via FedEx from Islamabad. They finished processing my certificate in about 6 weeks. I had them mail the certificate to a friend of mine in the US, who FedEx-ed it back to me in Islamabad. Overall it took 7 weeks to get it. The forms and other details are all on the FBI background check website linked to above. Also, it costs $18. I had a Visa debit card and had them charge that.

Again, I'm not sure the FBI gives you the certificate if you haven't lived in the US for some time. I could e-mail someone and find out.
