I have four study visa refusals from different European countries due to insufficient documentations, and know I have a funded PhD scholorship from Canada. So the previous refusals can affect my study permit application?

No. As long as you provide proper documentation and declare all refusals.

Thank you for the information. I just decalred that I have four refusals but not provided docs in form of refusal letters. Moreover, I also do not have IELTS score.

That's fine. You don't have to attach refusal letters. Just declaring them is enough. If they need more details, they'll ask from you. If IELTS is not required for visa, then that is fine as well.
