You mean test (CELPIP) as proof of English proficiency?
You can skip this as long as you have other proof of your English proficiency such as diploma (degree) or transcript and/or a letter from your university stating that English is the medium of instruction.

Maybe request a letter from the school stating English is the medium of instruction to be on a safe side since it is outside of Canada.
If this is too lengthly CELPIP is your next best bet.
