Employer unwilling to give letter

Hello everyone,

I got an ITA and now trying to get a letter from the employer in the format specified. Unfortunately the employer is unwilling to provide the letter. What can I do in such a scenario?

I have the following:

1. Job offer letter
2. Paystubs
3. A letter written last year by the employer mentioning for different purposes which specifies my joining date and job title.
4. An email response from the HR mentioning that they cannot give me the letter.

Please let me know what can I do.

Prepare an explanation letter where you provide all the details about your efforts to get the employment letter and provide all the documentation you have as supporting evidence.
