My friend has Canadian PR. Her mother lives abroad, in Russia. She sent invitation for her mom to visit her and granddaughter for a couple of weeks.
Embassy asked her mom who is 49 y.o. to get by medical examination.
Does it make sense? Her mother doesn't want to stay in Canada because she can easily prove that she has family, job etc...

You mean medical examination. And yes, it makes sense. Many foreign nationals are asked to have a medical exam completed before being issued a visa to travel to Canada. It has nothing to do with whether she wants to stay or has a family, job, etc. It has to do with protecting the public health of Canada.
