Eligibility spousal application

Hello everyone,
I applied for the spousal sponsorship December 2016... I just wanted to ask if someone knows When does the eligibility is assessed??? As my application still says You eligibility has not started yet???... and my background check is Still in process...

Eligibility Assessment and Background Check are completed in the final phase of the spousal sponsorship process.

most spousal sponsorship applications submitted before December 7, 2016 were not processed within 12 months.......if your sponsorship application is not a complex case, will advice you be patient.....its a wait game.
