Eligable for Skilled worker

Hi Guys ,
My wife would like to immigrate with skilled worker . She is studying in MS (urban design) and will graduated in 6 months later .
1-Which province is better for Architecture ? Do you recommend us to choose all province or special province ?
2-She has 27months (2012-2014) continues related wok experience and from July 2016 to now is working in my company and as person of board of the directors but her experience has not related to her study . Is the last experience acceptable by system ?
3-She has not IELTS certificate now but she can get it in 7 months later , what should she write for IELTS score field ? Bcz if she does not have complete , then she refuge from pool system .

Without IELTS you can't create the profile. IELTS and ECA are mandatory.
