The CIC Call centre agents have not been informed about the implementation date from high position yet. They have no idea when the CIC will make clear announcement on their website.

However, after my 3rd phone call with the CIC agent today, I also heard the same answer that effective date is June 19, 2015.
I'm now certain about this date. And it really make sense if you look back 'Bill C-37: An Act to amend the Citizenship Act', for example, the law received royal assent on "April 17, 2008" and the implementation date was "April 17, 2009" just 1 year after the royal assent. I think new residence requirement provision will be the same like this.

I think that the question we should start to ask them is ... When they will announce the real cut off date with official statement?
If the cut off date is already decided they should say it officially.

How about time spent before becoming PR as (foreign worker) I think house of common stripped this act too.

The only worry is my citizenship app will due on July, 2015 :( right after a month while this evil act Bill C-24 become law, I think I've to wait more, not fair guys.

My wife qualify for citizenship after the new rule also. She is also losing her time before PR toward citizenship thus have to wait even longer. Tough luck for her but she is not complaining. A lot of people including myself believe it is a good overhaul change to the law. Your sense of entitlement is showing. I thought citizenship is a privilege not a right.

I think you meant to say that time spent before PR is NOT included in the new residence requirement.

The current online residency test includes time before PR landing is half days towards citizenship. Once the new 4 out of 6 year kick in next year, the time before PR landing will be NOT be counted at all.

Yes, "Time spent before PR" part was stripped too, but it will be effective as of June 19, 2015 along with the residence requirement change (from 3/4 years to 4/6).

Everything which is stated on the website is not a law yet, only some of the provisions are in effect, check the open parliament website, I've doubt that they still consider time spent before getting PR status

It is, but I wouldn't call it a sense of entitlement.

The only ones that the increased time requirements truly affect in a very bad way are US citizens, like myself. The USA is trying to close the door to Americans leaving their citizenship behind. The government is broke, and they are scrambling to squeeze as much money out of their "subjects" as possible. Raising the renunciation fee from $450 to $2350 last month is only the beginning.

As long as I live in Canada as a dual-citizen, my life is effectively hobbled. I can't own a business, can't have retirement or investment accounts, etc. All because of FATCA. Adding two more years to the time I must remain a US citizen may effectively shut me off from ever being able to fully integrate myself into life as a Canadian.

Everything on that page became law. And yes, some are in effect and some are not yet. And those are not are change of residence requirement and eliminating time spent before PR. So you can apply with old rule until June 19, 2015. You need to call CIC if you want to make yourself clear.
