Effect of PAFSCO strike on BC (or other provinces) PNP

I have applied for BC PNP in the 1st week of May but haven't heard anything yet. Does the PAFSCO strike affect the provincial offices too? The provincial offices are not part of CIC, are they?

BC PNP Provincial Go'vt employees belong to BCGEU. There are no Foreign Services Officers working in Provincial offices.
