ECA under CEC

Hi, One of my uncle is working in Ontario on work permit and he wants to apply for PR under CEC. Just wanted to clarify
- Does he need ECA to claim points of education or no. In other words, does he need to apply for ECA even if his application is under CEC ?
- Secondly, if he wants to claim points for his spouse, does he need to apply for ECA for his spouse as well ?

Yes, He needs ECA to claim education points. If he wants to claim his spouse education points, ECA requires for that also.

Yes, unless his education was from Canada.

- Secondly, if he wants to claim points for his spouse, does he need to apply for ECA for his spouse as well ?
