e-cas not opening

hi,
i am from dubai i got DM in march2013 i send an appeal latter my e-cas changed to in process but in the last 4 days it shows not able to identify. can anyone explain it to me

Application date: April 2010.
File reviewed and In process date: 23 march 2012.
E-case not accessible since last month.

Don't know what actually happen with my file.
Need experts advice.

When you were unable to access immediately you had to apply for CAIPS note. Better apply now to see the reasons.

IS IT POSSIBLE THE E-CAS NOT OPENING BECAUSE THE OFFICER STUDING THE CASE

Well sometimes happens that your initial file number changes to a different one, for example : Mine at the begginig was BXXX XXX XXX and then my file was transfered to CPP-Ottawa and changed to a E XXX XXX XXX and lately my file number chenged to what they call UCI ( Unique Client Identifier) and just numbers xx xx xx xx... And I remember one time I had to use my Last and middle name, I mean my complete name to access and this is how it works right now... You should check any recent e-mails or letter from your visa office to find out a file number change or try your name in different ways...

thanks I tried changing my name but nothing happened also i didnt receive anything from Sydney do you beleive its system error or an officer is handling the case
