I always wonder why people call it PER (positive eligibility review) while actually in CIO email it is called "positive final determination" so it should be pronounced as PFD I suppose.......

It is final in a sense that after this stage when file is transferred to your visa office, very less work needs to be done by visa office probably only back goround checks / security checks / issuance of medicals. Rest has already been done.
Ok dear, thanks so much.so is it possible for you to fall within the cap after submitting your documents but get your file number much much later. how do one know when not to submit documents
