Documents and timeline for Dependent Child TRV / TRP

Hi,

I want to apply TRV for my new born child from India. I hold PR and its close to 3 years i am outside canada.

I want to know following:

1. Is it good to apply from India while i am in india, or shall i enter Canada first and then apply for child's TRV ?
2. How mmuch is the fees
3. What all documents requried for child's TRV ?
4. How much time it takes for approval of TRV from India ?
