Do we need a UAE phone number for applying PCC from outside UAE?

I am planning to apply for UAE PCC, I live in Canada.

Do you know if I need a UAE phone number for applying UAE PCC. I learned that we need a GCC issued credit card but not sure about phone number. Can someone please help
