Do Terrorist Incidents slow down Application Processing?

I was just thinking about this and thought I would ask the question. The one that comes to mind is the most recent incident in Belgium. Does anyone think incidents like this slow down application processing in the 'Security' and 'Criminality' stage which is the most time-consuming phase of the application process?

I think it does not affect each and every applicant, but, background check process will get tougher for sure, maybe not immediately but... will.

I don't think the recent attacks* have any immediate effect on background checks. They have serious guidelines to follow to determine if a person is safe in Canadian soil. These policies can take ages to change and involves multiple government agencies, federal, provincial, local and international organizations.
