Discrepancy in Skills transferability score

I calcualted my CRS score using http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp to see the break down where I see :

Skill transferability factors

Education

A) Official Language proficiency and education = 25
B) Canadian work experience and education = 50
Subtotal= 50

My total skills transferability score in EE is 50.

Anybody know why it is calculated in the above way ?

why '25' points aren't included ??

You can only get a maximum of 50 for Education and Foreign Work Experience under Skills Transferability respectively, for a total of no more than 100 points for Skills Transferability.

Even if, for example someone gets 50 for Education, 50 for Foreign Work Experience, and 50 for a Certificate of Occupation, the maximum score they can get for Skills Transferability is 100.
