Decision has been made on file. what is meaning ;D

It depends. Have you attended medical? What has been the stage of your application? If you have attended medical and there has been a request for your passport, it means you will be issued visa, but if there has been no communication before now, and suddenly you see decision made; it means either your application has been approved for which you will receive request for medical, or simply you have been refused.

Provide your timeline (i.e. events that has happened in your status before the decision made); from there someone can get a better picture and advice more.

yeah every thing is done passport has been already sent out to vo
