theoretically its Toronto...its the largest city, therefore has the largest share of IT jobs. However everybody lands here, so the competition is tough and there are too many applicants per vacancy which makes it hard for an applicant to "stand out" in the crowd...

In fact it is Vancouver. Vancouver has more market movement and much more growth than Toronto.

Toronto is the largest city but they specialize in business and commerce. Vancouver has much more focus on technology.

As mentioned before,

Toronto
Vancouver

are the best in the lot, but do expect good competition there as both of them have large fresh immigration population. Other than that

Montreal looks decent but few calls I got asked for atleast some French proficiency.

Other than that its pretty barren,
Alberta, Sasketchwan, Manitoba are all taking a tumble because of commodity prices

And New Foundland, PEI , NB were never great

If you decide to stay in Toronto as a base for example, it shouldn't stop you from applying for jobs in Ottawa or Vancouver and vice versa. Yes companies prefer candidates who are locally based, but if you make it "crystal clear" that you are willing to relocate at your own costs - that wouldn't stop them from considering you, specially if you meet all their requirements and is available to start immediately.

When i was job searching - i was interviewed for a few positions in vancouver and calgary while being based in Toronto. I also have a friend whom his potential employer paid for the flight tickets to Calgary for a face to face interview (that doesn't happen all the time, but if a company is really interested in you - paying a few hundreds of dollars wouldn't affect their financial position so much).

No i'm not considering Ottawa.. based on my search on Canadahires.com and simply hires and indeed and job bank, I found a lot of competition in Toronto

I would rather go to Ottawa or Calgary for jobs and life style.
