CPC Sydney - If application is returned, must wait again another 6 months?

Hi all,

If CIC returns your application about 6 months for some reason, why do people have to wait another 6 months again for application to be opened?

Is there a procedure to ensure that the applicant does not have to go through the waiting period twice, if an application is returned for missing info or documents, etc?

What can an applicant do in such case? Are there any options at all?

Not much, since it is up to the applicant to submit a complete application.
