Cousin sponsorship to Manitoba

First cousin (daughter of father's elder brother) of my wife is living as permanent resident in Winnipeg Manitoba since 7 years. Can she sponsor us for immigration? Or what are the sponsorship possibilities?

She cannot sponsor you as long as she has a spouse or (if shes single) living parents, brothers, sisters, grand parens, nieces and nephews... i am afraid you should try other programs
