OK that makes sense. I understand the reasons for the condition and why one shouldn't stretch a separation too long even for legitimate reasons. It wouldn't be more than a few months at worst so we'll arrange things if it could become questionable. We will still hope for COPR as soon as possible, but in our case a delay of 3 or 4 months wouldn't be so bad.

You can indeed send someone's PR card to them in another country, and there is no such rule about waiting up to a year to reside.
