COPR and PR Visa Stamp issued at same time? or no?

Hi, my wife and I are wanting to know if it's standard practice for the Embassy to return her passport with the PR Visa stamp AND issue the COPR letter AT THE SAME TIME. We're planning flights soon and want to make sure we'll get all we need so we can book the flight. Thanks.

yes. The visa allows you to get on a plane ( airline staff are not trained to recognize a COPR but they will let you board with a visa), and the COPR will allow your wife to "land as a PR" when she arrives to Canada and goes through immigration.
Once you have her passport back, with the COPR as well, you're good to go!
