I'm a little confused as to the "determine your eligibility / Education / Masters degree " section of CIC website where it says :

University degree at the Master’s level or equal = 23 Points

Note: Degree program must be in one of these fields of study: Medicine, Veterinary Medicine, Dentistry, Podiatry, Optometry, Law, Chiropractic Medicine, or Pharmacy." link - www . cic.gc.ca/english/immigrate/skilled/factor-education.asp

My masters degree was in Business which is not one of the discipline mentioned above. Does that mean I cannot get the points for a masters degree and will have to settle for just the points for my bachelor? Seems awfully unfair!

You did not paste the whole quote, you missed out "OR entry-to-practice professional degree" to which that "Note" refers. A Master's degree in other subjects will get 23 points, as long as the ECA states it is equivalent to a Canadian Master's.
