Citizenship test for 14 year old?

If we apply under the current application before Bill C-6 comes into effect in the Fall, will my 14 year old son be required to pass the citizenship test? The new regulations will only require 18 years +, but will that apply to him retroactively, if we apply before C-6 comes into full effect?

Not sure but logic is not to have exam after implementation of Bill C-6 in fall even though applied earlier date of implementation.

My understanding is if nothing in the new law says it will apply retroactively then it will not. To the best of my knowledge I can't recall such a thing. But maybe other people much more familiar with the texts of the law could answer that question.
