Asking on behalf of a friend of mine:

Both parents have been in Canada since Sep 2008 on temporary status; father is on a work permit, mother is on a visitor visa as a spouse of a work permit holder.
Their daughter was born in Jan 2009.

They are applying for permanent residence now. Is the daughter a Canadian by birth?

Yes, if she was born in Canada and her parents are not diplomats.
