Hi,

My parents applied for citizenship on Dec 2017, they never got AOR, also their application couldn't be found online. Every time I call or send a request to CIC through IRCC the agent said that they received my father application on Dec 2017, and they have no idea why no AOR was sent and why the application is not online

Upon further check, the last update I managed to get is that my dad application was transferred to the complex cases, and they can't find my mom application!!!

My questions are:

-Is it normal for CIC to receive an application and sending AOR letter or put the application online
-My dad never left Canada since last 4 years except for 10 days, and he is 67 years old, so why his application was transferred to the complex case?
-Is it normal for an application to get lost in CIC!?!? And what are the procedures in this case?

I would appreciate if you can respond to my questions as it has been more than 13 months since they applied.
Is there a way to get to someone to listen in CIC and take action other than calling agent and IRCC request? I did this more than 25 times and it seems no one there knows what is going on.

I am sorry that you have been waiting this long! I am definitely not a specialist, but I will offer my best informed opinions, hopefully they will help :)

- Yes, CIC will normally send AOR and, once they do, typically one can find their status online (although I have read around the forum accounts of people whose applications do not show up online when using the application number/UCI- each of these cases were resolved by calling CIC, I am not sure how they ended).
- There is really no way for us to tell why his application was sent to complex cases. It would not necessarily be related to his physical presence in Canada, could be about security, prohibitions, history, political affiliations... there is really no way of telling. Best person to guess would probably be your dad himself. Is there anything in his past that he thinks might be triggering this?
- Yes, I have seen anecdotal reports in this forum that applications have been lost by IRCC. Have you tried searching around the forum specifically for that? If they lost it altogether, even though it SUCKS, I think the best thing to do is just to re-apply with a LOA stating that an application had previously been sent, but seems to have been misplaced (and send all of the information and proof you have of that application being sent in). Another thing I am thinking is: were the 2 applications sent together/as family? MAYBE both of them are in complex cases as 1 "family" case? I know this is a long shot, but maybe try and inquire about this.

I think you should reach out to your MP, they can get information for you and maybe poke around enough that something will come out of this, even if it is a confirmation that your mom's application was actually misplaced.
