Citizenship and child support

Hello,

The ex is condemned to pay child support in the behalf of my kid but he is trying to suspend the court order and delay the process by objecting the court decision.
Meanwhile he is applying for citizenship.
My question is can he become a citizen in condition that he has more than $8000 debts of unpaid alimony?
The thing is that he is convicted for thousand of dollars unpaid loans in his own country and here he is repeating the same story.

Did you sponsored him to Canada or he sponsored you?
