International student = Not PR and not citizen, needs to apply for a study permit, pays higher tuition fees
PR = Permanent resident, allowed to live in Canada as long as they want to but lose the PR status if they commit a crime or stay outside Canada for too long, not allowed to vote
Citizen = a person either born in Canada or who use to be PR and applied for citizenship, allowed to live in Canada as much as they want to or leave for as long as they want to, allowed to vote
