CIC Bucharest or CIC London?

I'm an UAE resident & Bulgarian National. Can I choose CIC Bucharest (responsible for my native country) or it must be CIC London (responsible for my country of residence).

Please advise.

I want to know is there anyone whose local office is CIC Bucharest?
