Certificate of Qualification - help !

Hey guys )
I have a question -
I'm a Mechanical technician ( NOC 2232- Mechanical engineering technologists and technicians )

I know that in order to immigrate with FSTC, i need to get a certificate of qualification from the province I want to immigrate to.
-What is the process to get one?
i know that in some provinces it's easier to get the certificate and some are more difficult
-what are your suggestions ?

You can get a certificate of qualification only if you are in Canada. If you apply you get an approval letter that you are elligible to sit the test.
The evaluation of your work experience takes almost 3 months.
