I completed my Masters in Dec 19, 2014. But, I received open work permit on Feb 19, 2015. Lot of peoples said that, its safe to apply in feb, as they might not count experience from Dec 2014 to Feb 2015.

My question is, for CEC 1 year will be in Feb 19, 2016. Can I apply on Feb 1 2016, as in express they are just asking for month and year not for exact date. Moreover, I am creating profile to apply for BC PNP express entry. It will be fine with CIC if I apply in Feb 1, 2016?

You should have 1560hrs (1 yr) of full time work experience the day they issue you the P/T Notification or the ITA.

Doesn't matter...CIC doesn't ask for your leave applications or official travel requests/plans. As long as your Employment Reference letter (with rest of the CIC's requirements) states that you worked for a year (as per CIC's definition) CIC will accept it (no questions asked).

Too elaborate further it must be 1,560 hrs within 52 weeks (ie 30 hrs per week). I dare say this experience will not count (2 months) as even though you were working and were paid CIC would probably not include these 2 months as part of the 1 year calculation.

Even if your employer gives you a letter stating you worked from Date X to Date Y, CIC would know you traveled overseas as you have to report this when you get an ITA. When calculating your 1 year of Canadian work experience exclude these 2 months.

I work full time 40 hours a week, so If we deduct 10 weeks, and multiply (42*40) =1680. In this scenario, I am eligible or not?

Moreover, I will hopefully receive ITA in April or May, at that time I will be eligible by even deducting 2 months. They want experience when one received ITA right?

Write the date specified as the start date in your contract. The reason is that even though your employer may write in the reference letter you started working in Feb 15, CIC may ask for your contract and if the start date is Dec 2014, the you can be accused of misrepresentation.

Also CIC can talk to other government agencies during the process. If CIC talks to CRA and asks to view your 2014 Canadian tax return they will see that you had to report the salary income paid to you from the date you started in Dec 14 until 31 Dec 2014.

Does that mean if i had a full-time permanent contract of 1 year 1st Jan to 31st Dec (with 30 days of paid vacation) and working 30hrs per week CIC will not consider it an years valid experience?

Does that mean every employment (of 30hrs work per week) which has 30days of paid leave need to be for 13 months to be considered as 1year of valid experience as per CIC?

I guess not!

No you wont be eligible. The reason is that CIC regards a full-time working week as 30 hrs per week. Whether you work 30 hrs or more than 30 hrs, CIC still considers you only worked for 30 hrs during that week. In your scenario from CIC's perspective you worked (42*30) = 1,260 hrs

You should have the experience before or on the day of receipt of the ITA. There have been cases where people have received the ITA and accepted it because they know that within the 60 days they will pass 365 days of work.

My friend was one example; she had 363 days on the date of ITA. She submitted 24 days later. She was later rejected (only last week). She submitted a Case Specific Enquiry and is awaiting a reply.

The bottom line is if you get a strict VO there are no short cuts.

I started with this company on Nov 10, 2014 part time as i was in study permit (20 hours per week). I graduated in Dec 19, 2015. This is the time when I started working full time. And, In my offer letter I have to show full time job. Which date should I mention?

I guess not!
If this is specifically stated in your contract then it is fine. In his or her posts bskap did not state whether these 2 trips to their home country is specifically considered as 'paid vacation' or the employer is specifically paying them for working while on these 2 trips. There is a big difference.

Being paid while on vacation if it as a 'holiday entitlement' is different to being paid (if work is done while not in the office).

What is the start date in your offer letter? This is the date that should be mentioned.

True, but, I don't have enough points for ITA until my BC PNP express entry is approved. Then I will get 600 points. And, BC PNP express entry will take 2-3 months to approved and by the time, It will be April or May and that time, deducting 2 months holiday. I will attain 52 weeks and 1560 hours. What you think about this scenario. At the time of ITA, they want 1 year experience right?

CIC does not ask for contract/employment letter unless their is a cause for suspicion for them, as its not part of the requirement.

The requirement is reference letters only (and that does not mention anything related to leaves paid or unpaid). Any other documentation viz. pay stubs, tax, appraisals etc. requested are just additional request for few applicants out of many. So that can't be the basis of a rule or standard work tenure calculation.
