Hi, im in a similar situation as well. PGWP received April 2015, PGWP expires April 2017 Work experience almost 1 year.

My question, is work experience through an employment agency counted towards NOC O, A, B. If it does, who issues the experience letter, the employment agency or the company where you work? In case you are employed through an employemnet agency your wage rate is often below the industry average as the employment agency also keeps its cut, where as while processing the visa officer considers Your wage rate against the industry average, how to overcome this dilemma. Any input is much appreciated

The reference letter has to be issued by the company itself ,on company's letterhead, and you can just google the average wage rate for your job title and yes that does matter .
