case submission without passport?

Dear all
I am doing job in saudi arabia and i want to apply for study permit from pakistan.my company will not allow me 3 months vacations to go to pakistan. so kindly guide me is it possible to submit my case without my passport while i am in saudi arabia?
If case will be accepted then i can come to pakistan on short notice.

I think it is not possible, you have to come to Pakistan and apply ...you can also apply from SA but low chances for visa...
