Is the CAQ hard-copy certificate required to enter the country, and is it actually delivered to you if you are outside of Canada? I'm asking because I received my soft-copy approval at the end of June (which I used to apply for my study permit), and the decision notice states that the "CAQ has been mailed to you". It has been over 4 months, so I am wondering if this is normal.
