Can't find LOE section on the portal

It seems they have revamped the UI. I am not able t find the section where I can upload the LOE.

Can anyone please help ?

Log out and back it.

Use another browser.

Use incognito mode.

Clear cache.

Etc.

I tried this, doesn't work. I still cannot find the LOE section. It was there until yesterday.
